Clare Singleton is a partnering facilitator and business consultant serving the heavy civil construction industry. She is a registered civil engineer with over 30 years of technical, management, and business development experience. Clare earned her B.S. in civil engineering from the University of the Pacific, as well as a M.S. in geotechnical engineering and an M.B.A. from the University of California, Davis. She has worked as an engineer and manager for one of the largest public works agencies in the U.S., Caltrans. She also worked as U.S. West Civil Business Development Manager for the large international construction contractor, Skanska. Subsequently, she was a Vice President at the engineering consulting firm, AECOM, in the role of U.S. West Region Highway/Bridge Market Leader. Her experience has provided her with a well-rounded perspective of capital improvement project delivery and a broad cross-functional professional network.

Clare is known as a leader and champion of partnering throughout California. During her last three years at Caltrans, she was the Statewide Partnering Program Manager where she revitalized the program and authored the Caltrans partnering specification in place today with only minor updates. Clare has provided partnering facilitation and skills training in the private sector since 2014 and has conducted over 450 partnering sessions. She is the founder of StreamLine Consulting, which specializes in partnering facilitation, training, program development, coaching, and dispute resolution in order to streamline project success.
